Housing Strategy

The Need

SIEA, interested in elevating the issue of housing within their seven county service territory in southern Colorado, engaged Redevelopment Resources to identify ways in which their organization could impact opportunities and challenges related to housing. The utility owned property in two communities within their service territory which they were interested in selling and/or redeveloping as mixed-use developments to include multi-family residential as a part of the redevelopment.

Highlights

The variety of roles identified for SIEA to play in the housing market included:

  1. Facilitating, networking, and leveraging relationships with landowners, municipalities, banks, developers, contractors, and other funding sources.
  2. Investing as a partner in residential development.
  3. Initiating residential development as the developer.

A variety of available sites were analyzed for potential residential development.

Impact

SIEA’s board of directors chose to explore in greater depth options 1 and 2 from the above list. They did not have the interest in becoming the developer once they understood the market realities shared in the analysis.
