The Need

The Crow Wing County Housing and Redevelopment Authority (CWC HRA) needed to know where their housing market gaps and opportunities were.

Each of the 18 municipalities and multiple townships have a different profile for residential supply and demand.

Employers were struggling to hire qualified workers for seasonal and temporary work, as well as year-round permanent work.

  • Recommendations were made for marketing sites to developers
  • Municipalities were encouraged to examine their zoning for flexibility on lot sizes and density
  • Ideas were generated to serve employers needing housing for seasonal and temporary employee

Impact

Our workforce housing study uncovered gaps and challenges within the housing market in many of the 18 municipalities and township areas.

We provided recommendations for policy changes, programs and projects for the HRA to undertake or facilitate/support.
