Rockford, IL Housing Study and Needs Analysis
Inventory of existing housing supply, future demand, and activities to significantly improve the housing landscape.
The Need
The City of Rockford desired all elected officials, staff, stakeholders and community members to have the following:
- a solid understanding of the functions of market demand
- an inventory of existing housing supply
- a forecast of future demand and gap analysis for the next 10 years
- an analysis of housing affordability in the city.
Highlights
Stakeholder interviews were conducted with service agencies, major employers, school district staff, and members of the real estate industry. The city also supported an online community survey offered in both English and Spanish.
This study outlines the current context and activities to significantly improve the housing landscape in the City of Rockford.
Impact
Challenges facing Rockford’s housing landscape includes the age of the existing housing stock, development trends, a tight market, vacant infill lots, tax-delinquent properties, and increasing employment opportunities.
Demand for new housing over the next ten years is analyzed to be between 3,200 and 9,100 new units.
This study provided tools for the City to initiate development on infill lots, target new housing for the Wards most in need, and encourage appropriate incentives for new housing projects city-wide.
