Housing market needs by housing type based on demand drivers and demographic profile

The Need

The City of Baraboo was receiving much interest from developers wanting to develop housing, but they needed to know exactly what should be built. The study would inform the City so when a developer asked for City support through an incentive, the City would know if and how to support them.

Highlights

Baraboo has strong demand for single and multi-family housing at all price points. The largest percent of their existing housing stock was built either before 1940, or between 1960 and 1999. The City leads the region in percent of population earning less than $75,000 per year.  Before 2018, multi-family development was virtually non-existent. Fifty-seven percent (57%) of tenants are paying between $500-$799 for rent. Homeowner vacancy rate in 2020 was at 1%. 

Impact

The housing study conducted by Redevelopment Resources showed the City that there was significant demand for multi-family to rent (902 units) and for sale (135 units), as well as owner-occupied single family (1,275 units) over the next five years. 

The City used this housing study to plan for two new fire stations. They have also received commitments for over 700 units of housing to be built in the next two years and used the study to inform their incentive decisions.
