Redevelopment

Redevelopment is some of our favorite work. We often advise clients on redevelopment projects, whether from the developer’s perspective, or the municipality’s perspective. We have structured incentives and gap financing, created loan funds for commercial rehabilitation, and undertaken adaptive reuse ourselves.

Irish Hospital Apartments Forest City, IA This was a personal adaptive reuse project of a former hospital turned law enforcement center and subsequently left vacant, county owned. The project had nine sources in its capital stack. The county contributed the building and provided a grant, the city and state offered grants, and the project was awarded two tax credit awards from state programs. Over the course of two years we undertook the adaptive reuse of the building, turning it into workforce housing multifamily units. The building is fully occupied and has been since it opened in November of 2022.
East Elementary Apartments Pleasantville, IA This adaptive reuse of a former elementary school is underway currently. Tax credit applications are in process through the state of Iowa.
Cedar Creek Mall Rothschild, WI Developer/owner sought support in terms of incentive calculation and negotiations to reface the property and conduct significant retenanting Together we secured a TIF incentive from the Village and the project was successfully renovated
Marshfield Mall Marshfield, WI Developer/owner sought support in terms of incentive calculation and negotiations to reface the property and conduct significant retenanting Together we secured a TIF incentive from the City and the project was successfully renovated
Pine Tree Mall Marinette, WI Developer/owner sought support in terms of incentive calculation and negotiations to reface the property and conduct significant retenanting Together we secured a TIF incentive from the City and the project was successfully renovated
Downtown Watertown Watertown, WI Following a downtown and riverfront redevelopment plan, the city contracted with our firm to implement it. We successfully created a revolving loan fund in partnership with three local banks, and helped the RDA acquire, demolish and redevelop a city block into a world class town square, leveraging millions in private sector investment.

We have structured deals on the community side of the table as well as the business side of the table and have achieved win-win results utilizing a variety of financing options, including Tax Increment Financing incentives, relocation benefits, Industrial Revenue Bonds, and tax credit programs/projects.

Fund creation and capitalization requires:

  • Draft loan policy
  • Create an application, review and approval processes
  • Establish payment collection and record-keeping protocols
  • Pooling capital resources, sometimes from multiple sources

 

This process may seem daunting, but we have extensive experience administering a large regional revolving loan fund with dozens of active loans over a 10-county region. Activities include:

  • Marketing the fund and managing fund strategy
  • Vetting applications and preparing loan proposals for review
  • Executing approved loans and recording all transactions
  • Working with challenged borrowers
  • Reporting to fund board
Incentive Policy Writing

Communities desire policies that assure performance and return on investment of their limited resources used as incentives for growth and development. Developers and business owners appreciate clearly articulated expectations that remove some of the unknowns as they put together projects. We assist communities in articulating their goals, defining their targeted audience, and desired outcomes.

Searching for a new Executive Director or Administrator that fits your organization and has the skills to lead effectively involves understanding the current market for these skills in your sector, clearly articulating and marketing the position description, interviews and on-boarding. Redevelopment Resources has led successful search efforts for public and quasi-public sector positions. We have also served as an interim executive director and as an extension of City Staff to lead redevelopment and economic development efforts.
